Since the RCMP cannot be everywhere, or see everything, I propose there be a private citizen clause where two or more people who witness anyone breaking the cell phone ban may testify against an offender.

I say this after witnessing a near accident at the corner of Second and Main. A driver, on the phone, caused a jam when she tried to run a yellow light and almost hit another vehicle.

Another driver, who was also trying to run the yellow light, had to shoot through traffic to avoid a traffic jam, and almost hit me and another pedestrian as we prepared to cross Second on a green light.
