Virginia Labelle, vice-president of Yukon Liquor Corp., stated the capital investment guideline, which ranges from $100,000 to $250,000, is just one of several measures to determine if an applicant would be a “reputable owner.”

One’s reputation is not solely based on one’s financial net worth or political network.
